The former head of the Metropolitan Manila Development Authority (MMDA) rejected Sunday a proposed ban on provincial buses along EDSA.
Under the ban, provincial buses would have to drop their passengers off interim bus terminals located in the outskirts of the capital. However, a dry run of the traffic scheme snarled traffic along Metro Manila’s busiest thoroughfare earlier this month.
"Tingin ko too early, hindi pa dapat [itong ban]," said former MMDA chief and now Marikina Rep. Bayani "BF" Fernando.
(I think it is still to early to implement the ban, it still inappropriate.)
Buses can ferry more passengers than private vehicles and would only occupy road space equal to that of 2 cars, he reasoned.
"Kaya huwag nating isipin na nakakasikip iyan," he said.
(This is why we should not assume that buses congest the road)
Fernando, who is also House Deputy Speaker, pushed for a revival of the Organized Bus Route System (OBR) that he implemented as MMDA chief.
Under this scheme, there were 2 city bus lanes with several stops in areas of high passenger volume.
The lanes were fenced off to force drivers to pick up passengers only on designated gates. Buses were also given a limited few seconds to unload and load riders, said Fernando.

August 18th, 2019 09:20 PM #324i have always thought, that such scheme would only be replacing one colored bus with another different-colored bus.

Fernando was the one who built bus stop in the middle of EDSA, literally. Daming na bwiset since buses stopped in the middle lanes.

MMDA: Aurora-Araneta intersection to be closed overnight from Aug. 24-3 | Inquirer News
"MMDA: Aurora-Araneta intersection to be closed overnight from Aug. 24-30"
"MANILA, Philippines — The whole intersection of Aurora Boulevard and Araneta Avenue in Sta. Mesa, Manila, will be closed to vehicular traffic for seven consecutive nights starting Saturday, August 24, the Metropolitan Manila Development Authority (MMDA) said.
In a press conference on Thursday, MMDA General Manager Jojo Garcia announced that the intersection will be closed from 11 p.m. to 5 a.m. the next day for seven consecutive nights.
The closure is to give way for construction of the Skyway connector which links the North Luzon Expressway (NLEX) and the South Luzon Expressway (SLEX)."
