And hopefully that fine goes straight to the passengers? 5k each won't quite cover what all those passengers lost in terms of the cost of travelling to the airport, cancelled hotel stays or unplanned hotel stays and wasted time, though. I'd say 100m would be more proper.

And they should also be levied a fine every time their planes get delayed or canceled.

AFAIK, the fine will not go to the passengers who were inconvenienced, but directly to the CAB. That's not to say that those passengers who were affected cannot go to the CAB or the regular courts to recover damages from CebuPac.

^ Realistically, the Php 52 Million is a drop in the bucket compared to what CebuPac earns annually. I think it earned at least Php 26B in 2014, maybe more.
Dapat nga ang fine kapag violation of their CPCN should be a percentage of their gross annual revenue for the immediate past year para talagang umaray at di na umulit pa.
