You got it wrong actually, DAP is not illegal just a part of it, the only illegal part i think is the cross border allocation and its not retroactive. Implementors cant be prosecuted since there was a presumption of legality dahil walang pang decision ang SC is it was unconstitutional or not when it was implemented.

Now if abad continues to implement DAP after the decision was handed down, then he's definitely violating the law.
