as per statement ni joker, yung 47m na "request" ni joker ay supposedly suggested amendment daw ni joker for the 2013 national budget... pinakiusapan daw ni drilon na wag na iraise sa plenary yung amendment at hahaba lang budget deliberations... pinagawan na lang daw ng letter si joker at submitted to drilon ... i suppose the letter... para mapagbigyan si joker ay pinarelease ng dbm yung 47m from the DAP ... walang control or say si joker kung saan nanggaling yu g funds... basta tinanggap nya...

kung amendment for budget.. then 2012 ginawa budget for 2013... so matagal na yung request... hindi naisama sa budget... pero nagawan ng paraan ng dbm na ibigay pa rin yung request...

sa point ni joker... savings go back to the treasury at walang ( o limited ) ang say ng president on how to use the funds from savings... illegal yun...

ang point ni lacierda.. walang kinalaman ang boto sa corona impeachment yung pagrelease... economic stimulus nga daw.. may constitutional basis and legal basis daw ang pag realign ng savings to DAP ...

Diba meron silang cite na article na meron control ang president Kung sana gagamitin ang savings? DAP is just savings eh..

So using savings is illegal? Eh maliit lang na part napunta sa mga legislators, majority of the savings (DAP) went to the agencies.
