I didn't read the IRR, pero in cases like yours, I would assume na ok na yan, kasi that would be like in my case where I have multiple sims (private, public and extra old numbers I like to keep), lahat sila i-register ko sa name ko. This assuming na a person is not restricted to a single sim registration, iiyak ang telcos nito hehe.

Parang redundant for postpaid itong registration.

same with corporate vehicles, i suppose.
register it under the corporation's name.

but why the monetary penalty for non-compliance?
simply de-activating such sim cards should be adequate penalty. wala pang red tape.

Under the IRR sims can be registered under a corporation's name. Just need the company's certificate of registration and resolution designating authorized representative.

Wala namang monetary penalty for the end-user for non-registration of sim. Deactivation lang.

For minors, ang mag register daw na name is yung parents or the legal guardian.
