    That is the JIS mark, used by the Japan Industrial Standards Committee.

    It is attached to items produced and/or sold in Japan that passed their testing standards.

    If that is made in China, usually mga chinese they just copy everything there is in the original version, which I believe is Maxell for that kind of stapler.
