Having said 99% means doesn't mean a sure chance of winning. Everything you said is important, but a highly skilled dragster can only do so much if his car isn't that good. Takumi himself will stand no chance against the drivers he raced if it were the strip, no matter how great his skills are.

To make things simple, you have to come up with a brilliant machine first, and then that crucial 1% of skill comes in to translate to a win.

Mr. Squala might be overstating things a bit here, but I think his point is that when it comes to drag, all the great skills a driver has is meaningless if he doesn't have the fast car to begin with. We are only dealing with a straight line, with practically no varying conditions unlike all the other kinds of racing.
