Perhaps the F-16s were caught off-position by the speeding Su-24. The time it would have taken to reacquire lock with an optimal cone would mean the Su-24 would have been back in Syrian air space. It would be a different story if the F-16s had thrust-vectoring.
Regardless, the behavior of the Turks showed what most NATO allies have known for a while. The Turks are often too proud for their own good. If they feel they have been slighted/insulted, they'll take drastic action. It happened back in 2003 on the verge of the Iraq invasion. Someone tried to pass an Armenian Resolution back in the US. The Turks got pissed off and threw out the US forces who were headed for Iraq. It happened again I think in 2010 when US forces detained Turkish military personnel in northern Iraq and put bags on their heads. Last year, some Turks tried to accost some US sailors on shore leave and tried putting plastic bags over their heads as revenge for the 2010 incident.
I would guess the Turks found past Russian incursions into Turkish air space to be insulting. It was just a matter of time before a shoot-down occurred. Well, at least the Turks are predictable. Everybody saw this coming.Last edited by Jun aka Pekto; November 26th, 2015 at 03:08 PM.

To me, the Turks wanted to make a statement which means the shoot-down was planned and taken when an opportunity came along. Too reckless for my tastes. But, the Turks do train hard. So, they're not exactly pushovers, especially with regard to their air force and navy. That's why I worry about any escalation and hope the Turkish navy isn't as reckless as their air force counterparts. They do have a number of submarines in the area.

Hmmm... looks like my assessment is true that the Russians will indeed be using the older 48N6 in the form of 48N6E3 with a range of 240 km and not the 40N6 with a range of 400 km that was being cited by BBC.

If the pilot of a NATO warplane deviated from the approved corridors on the flight plan and go joyriding over the Turkish countryside, the Turkish Air Force is just as likely to scramble jets and shoot that plane down. They don't care if NATO backs them up or not.
I wouldn't say Turkey is a loose cannon within NATO. But, they do their own thing which is why they manufacture many of their hardware (F-16s, armored vehicles, ships, etc) either under license or indigenous designs. They also have a thriving arms industry. If I recall, some of the Philippine military hardware come from Turkey.
