the problem here is that there's a BIG difference between what they say in their press release and what they do in reality. in fact, they dedicated a webpage solely for this purpose

on the other hand, the average Syrian, Lebanese, Iranian, Iraqi, Pakistani, Ethiopian, Yemeni and Israeli have to obtain both the security clearance and NOC (No Objection Certificate) from the Assistant Undersecretary of the Ministry of Interior. this is what makes the imposed restriction pretty much an "ad hoc ban" since it's impossible for outsiders to obtain it...
