Singapore's former civil defence chief went on trial for corruption for allegedly demanding oral *** from a businesswoman bidding for government contracts.
In the second successive case of its kind, Peter Lim, 52, was charged with obtaining oral *** in 2010 from Pang Chor Mui, then general manager of Nimrod Engineering, an equipment supplier to the Singapore Civil Defence Force (SCDF).
The trial opened three days after the former head of the narcotics police, Ng Boon Gay, was cleared of corruption when a judge rejected charges that he demanded oral *** from a contractor to help her win government deals.
The new trial "involves a high ranking civil servant who abused his official position and corruptly obtained gratification from a general manager of a company which was a vendor to the organisation" he led, state prosecutors said.
The contractor feared she would "jeopardise" her company's "existing good relations" with the SCDF "if she did not give in to his request for oral ***", they said in a prepared opening statement given to the media.
Prosecutors said Lim had the authority to give final approval to contracts worth up to Sg$1.0 million ($800,000).
They alleged that Lim called Pang after the ***ual encounter to ask about the supply of radiation monitoring equipment even before the SCDF issued a public tender.
With information provided by Lim, Nimrod sourced suppliers and submitted a bid, the prosecutors alleged without stating if Nimrod won the contract.
Lim, who is under suspension, faces nine other charges of obtaining *** from two other women whose companies also sold products to the SCDF, which provides firefighting, ambulance and other emergency services.
Prosecutors said the other charges would be dealt with separately at a later date.
Defence lawyer Hamidul Haq told the district court his client "categorically denies any allegations of corruption made against him".
Haq said Lim and Pang shared an intimate friendship and had a "one-off" encounter.
"The friendship between our client and Ms Pang had no bearing whatsoever on the outcome of these tenders," Haq said.
High-level corruption cases are rare in Singapore, which is known for its efficient and well-paid bureaucracy.

WHO: Former IT sales manager Cecilia Sue Siew Nang, 36, prosecution witness in the ***-for-contracts trial of former Central Narcotics Bureau director Ng Boon Gay.
WHAT: Ng, 46, faces four charges of obtaining oral *** from Ms Sue to further the interest of her companies between June and December last year.
TRIAL: Ms Sue testified in court last week that Ng had forced her to give him oral *** in a car on those four occasions. The defence maintains they were in a consensual relationship. The case has been adjourned to Oct 31.
FATALE FACTOR: Inconsistency in statements to the Corrupt Practices Investigation Bureau (CPIB) and court.
She told CPIB: “My liking for Boon Gay was strong enough for me to contemplate divorcing my husband to go to Boon Gay.”
But she denied this in court.
WHO: Ms Pang Chor Mui, in her 40s. The then general manager at Nimrod Engineering is one of the three women linked to a ***-for-contracts case with former Singapore Civil Defence Force commissioner Peter Benedict Lim Sin Pang, 52.
WHAT: Lim is accused of engaging in *** with Ms Pang at a carpark at Stadium Walk on May 2, 2010, while she was the general manager of Nimrod Engineering.
Nine other charges involving Lim and Ms Lee Wei Hoon and Ms Esther Goh Tok Mui, who held senior positions at the Singapore Radiation Centre and IT company NCS respectively, have been stood down.
TRIAL: Scheduled for next January.
FATALE FACTOR: In an interview with TNP in June, Ms Pang’s husband described her as very beautiful, but a naive and simple woman.
