MANILA, Philippines - Amid the dilly-dallying from the prosecution, magistrates of the Supreme Court have taken the lead in taking the challenge of Chief Justice Renato Corona for government officials to sign waivers on their bank accounts for transparency’s sake.

An initial survey of members of the high court revealed that Associate Justices Arturo D. Brion, Roberto A. Abad, Martin S. Villarama Jr. and Jose P. Perez are willing to sign waivers for the opening of their bank accounts amid the non-disclosure clause in bank secrecy laws.

Some of the magistrates have yet to respond.

In his testimony Tuesday, Corona signed a waiver allowing government agencies to probe into his accounts with a challenge to 188 impeachment-complainants and Senator-judge Franklin Drilon to sign similar waivers for the sake of accountability and transparency.

Drilon and lead prosecutor Niel Tupas Jr. would not budge, however.

The Integrated Bar of the Philippines and several society groups have since urged the government officials to sign the waivers. They said the call goes beyond the impeachment trial, but one of accountability and transparency.

Corona’s call has also snowballed in social networking sites. A group has created a page in Facebook called “Sign CJ Corona’s waiver (For the 188 Congressmen and Drilon).”

The group said: “This is not a support page to CJ Corona, but a page that saw a chance to identify who really is corrupt and who's not. It's not everyday we can ask a Chief Justice, a Senator and 188 Congressmen to sign a waiver opening their bank accounts in public…Take the challenge! Sign the waiver! Come out clean!”

Senator-judge Alan Peter Cayetano subsequently challenged all government officials to sign a waiver similar to what Corona did. Malacanang, however, dismissed the call.

In an interview with radio dzRB, deputy presidential spokesman Abigail Valte said it is not Aquino nor the prosecutors who are under trial.

“The SALNs of the President have always been made public, and the mandatory waiver is there [that Ombudsman can cross-check the truthfulness of the contents]. Lagi ho itong nasisikatan ng araw, hindi lang yung naka-lock sa Cabinet,” she said.

She said Corona’s SALN was only revealed via compulsion.

Reporters pointed out to her, however, that it is not the SALN that is being challenged, but the bank accounts of officials.

Valte then answered: “It will be the personal decision of the Cabinet member if they want to sign the waiver under the bank secrecy laws…if applicable".
