Econo-tires are tires designed for long mileage so they typically have harder rubber that wears down more slowly.
Goodyear Duraplus, Michelin Energy XM2+, Dunlop Enasave - the name typicay hints at economy rather than grip or handling.

Just to add, a good place to start is the tread pattern. If it is advertised as a quiet or touring tire, it will most likely be quieter. Touring tires usually start from rim sizes 15 and up.
