Remove loose dirt/dust. Soak/wash with diluted joy liquid detergent and dry. Apply small amount of singer oil.

No sir.
Engine oil is a lot viscous, 97 vs 9.6 *40degC. This means pwede magform na gum ang dust sa filter if you do.

The practical move is to use k&n recharger kit. Subok na yan e. Using detergent and other oils can damage your filter or engine.

How do you apply singer oil? Spray it directly to the filter?

kapag oily at sobrang dumi, I sprayed it w/ degreaser then soak/wash it with dishwashing liquid. after washing, I bring it to my neighbors vulcanizing shop and blow dry it with compressor air. kapag sinisipag ako, nilalagyan ko ng recharging oil ;) lately hindi na, I run it dry as it is na lang and ok naman. btw, make sure to clean your MAF sensor too, it makes a lot of difference kapag nalinisan yung MAF sensor.

I use engine degreaser also to clean it then use water & dishwashing liquid for final cleaning. Air dry lang ako na mga 1 day tapos I use 2t oil.
Apply ko lang 2t oil sa topmost part nung filter tapos i let it drip down. After a day okay na yan. First time ko sobrang dami nga 2t na nagamit ko, dapat kunti lang pala, mga 50ml would do. 2 days yan kay may reserve ako na air filter. Every 15,000kms ako naglilinis.
