We got our previous kei van service vehicle from San Pablo Laguna.
This same shop also supplies the LGUs with their mini suzuki vans. So gobyerno mismo ang gumagamit din nito :grin:

Not sure if this is "nearby province" enough but RUSI (or RUSCO ba yun) in Binan City Laguna (sa national highway and near Pavilion Mall and Santa Rosa City border) sells these Kei vans.
Baka may mas malapit na RUSI (RUSCO) branch sa NCR that you can search.

VisMin units will have "M" plates ... Cotabato area registration ...

The ones in VisMin are "chopchop" ... they're chopped into smaller parts ... then re-assembled ... the ones in Subic are better since they arrive "whole" and just converted right to left-hand drive ...
If you're going to have a Kei van in Luzon ... get one from Luzon ... otherwise if it's "M" plate ... you're going to get "questioned" at every check point ...

Curiously, the service van we got had its registration papers coming from Quezon City LTO.
We never got to see the plates though as we sold it already. Hindi ko alam kung na claim ng bumili yung plaka. Pero may MV number. CR, OR and all na.

Yung mga multicab na nakikita ko dito na N ang start ng plate, usually may sticker ng RUSCO sa windshield nila. May mangilan-ngilan rin akong nakikita dito na J or K ang simula. I'm thinking of buying 1 para dun sa agri land na nabili namin sa Mindanao. Panghakot ng mga gamit at ani.

from what i understand,
no loophole is necessaary.
the rules are clear.
one has but to abide by them and pay the proper taxes.
what the end user has to mind, however,
is the quality of the product, as the others above have already mentioned.
