Sorry for being a pessimist here, but if Arroyo is the smart economist they say she is (PhD and all), it's unlikely that this will push through.
If it does, it will be extremely difficult to implement. In addition, the benefits does not outweight the dangers this will pose to the economy as a whole.
I feel sad that the leaders of the petition can even think of asking this. Selfish desires under the cloak of a noble cause?

hindi ba pwedeng ang makinabang ng malaki dito ay ang mga meron ng pera at negosyante na nagkakaroon ng income na dollar, gagamit lang sila ng dummy na kunwari ay OFW and then thru him gagamitin na ang special previlages na ito para makapagpapalit ng dollar sa gobyerno ng masmataas. kahit piso piso lang ang usapan pero sa laki naman ng ipapalit baka million na rin ito. and infact bakit sila (OFW) bibigyan ng special previlages samantalang malaki na ang kita nila compare sa mga pilipino na naan dito sa pinas, dapat pa ng ang mga pinoy na naan dito sa pinas ang bigyan ng special previlages kasi karamihan sa mga sweldo nila ay below pa sa minimum wages.

Exchange rate is market driven.... The government can intervene but still, it will be uniform exchange rate...With $1.2B coming in every month, we're very liquid.
Not sure if this can be implemented at all...

exactly. give anyone with decent peso capital that 10% premium and they will arbitrage that exchange rate all day long. para kang namigay ng imprenta ng pera.
exchange P90 for $2 on the free market, then sell it to the government at the special rate and take home P99 - a P9 profit in a matter of seconds. repeat a million times over and you have all the free money you want.
sorry, but this is ridiculously impractical. i don't fault the petition's noble intentions, but you'd be better off asking the government to pay each OFW family a stipend - which will also never happen.
