ganito yan eh kung replacement timing belt nilagay mo tiyak na hindi matitiming ng perfect yan sa crankshaft at camshaft. mag aadvance or retard ng 2 or 3 teeth sa timig belt depende sa pag install ng timing belt, 3 teeth malayo masyado

i think what he is saying, is that the timing gears inside the engine have first to be adjusted correctly by the mechanic working on the engine. this is usually adjusted only once in a long while, as when replacing timing belts or chains. if this adjustment is done incorrectly, then there is no way anyone can adjust external timing on that engine, which is what you are attempting to do.. also, it can result in (if it hasn't yet) engine damage..
btw, 10 km/li isn't all bad..
