That's the problem with our country, walang planning, or kung meron man hindi nasusunod

Nagtataka rin pala ako, yung isang house namin sa Makati, malapit din naman sa river (Pasig River) pero never naman kami binaha. Bakit yung areas surrounding Marikina River binabaha?
Here's a good article on Provident Village that came out shortly after Ondoy. They could republish this today and it would be just as relevant.

If you look at the shape of Provident Village and how Marikina River basically circumscribes it you'll immediately realize that there's no way it wouldn't be a flood hazard zone.

Good read. It's criminal how the developer sold residential land practically circled by a river

They built a mega dike along marikina river. It was nevertheless still breached....

The residents of woodridge had a false sense of security due to the dike....

    well... build a bigger one.
otherwise, history will keep repeating itself on a regular basis.

i also heard in a radio interview, that the manggahan can now drain only about half of what its original specifications indicated.

Problem with dikes is it can't be around the Marikina area only, otherwise water will just flow in from where it ends. They have to circumscribe the entire river from a high point up to where it merges into the sea.

Pumps too. Just because there's a dike doesn't mean the water won't permeate the soil. There will always be some seepage, so pumping stations need to be constructed everywhere. Sa Netherlands the pumps that service their nationwide dikes are also powered by the many windmills. This can't be a Pasig Marikina thing only but a full on national project, even then it will be hugely expensive.

Dami din naman improvements after Ondoy, doc. There's a massive 12 meter wall built around Marikina river area that completed just last year.

As mentioned in my earlier post though mag seep pa din talaga water through the soil and the drains. A dike by itself won't do anything if long-term yung water rise so they still need to build pumping stations.

Eto yung data on the project finished 2019:
Flood control project along Marikina River completed | Philippine Information Agency
And another one being submitted to World Bank:
