205/45 R16 rubber will work on a GD Jazz or City.
Mount that rubber on a 16"x6.5" or 16"x7" wheel. GDs are notorious for having rear fender rubbing; if you want to avoid this, look for wheels with +45mm offset or greater. You can get away with as low as +42mm but any lower and good luck to your rear fenders.

I ran 205/45 R16 rubber on 16x7 Rota Circuit 10s for two years; no rubbing problems whatsoever.

The only real headache with 16" rolling stock is the selection of tires. For some reason, 16" tire selection isn't as varied as 15" or 17" and it's not exactly cheap either...which is one reason why I downgraded to 15"x6.5".

If you want to max out the wheel size, 17"x7.5" wheels with 205/40 rubbers are your ticket. HTH
