Yeah far as I know MMDA is only authorized to operate on national roads where there's no parking anyway.

For local roads it's the LGUs, and inside the malls and parking lots that's private property so this needs to be implemented like the smoking ban: i.e. a law that compels the property owners to police the unwanted behaviour or risk getting penalized themselves.
