another question: since PD 96 talks about private vehicles are inhibited to have sirens and flashing lights.. what about the volunteer firefighters? they are using private vehicles.. even private trucks? so are they not following the rules?

Actually some arent convoys. Some are just those pesky private plates counterflowers with blinkers and sirens. Malamang mga naghahatid sundo sa airport.

AFAIK marked vehicles are only permitted to use them unless there is a permit from TMG/HPG

Ok lang yun as long as they are marked. CMIIW, i think the PD 96 did not indicate na only marked vehicles with red plates can only use sirens and blinkers. Not all For official use vehicles bear red plates. some sport green plates(security plates) for security reasons.
As for the permits. PNP, AFP, BFP, DOTC, NBI can issue M/R or permits for private and unmarked vehicles on their personel.

mejo halata naman kung sino yung gumagamit lang ng basta basta or kung sino yung totoong emergency ang pupuntahan.
But I agree, pag yung mga pa vip na may convoy na Patrol, just give way. that patrol is there specifically to 1. protect the so called VIP 2. bump anyone who disagrees with them

saw this maroon Nissan Urvan from SM Hypermarket - Makati going to Ayala, sounding his wang-wang bawat kanto, bawat sasakyan na gusto sumingit sa harapan nya. I thought he was in a hurry going to Makati Med because of an emergency... hindi pala... hindi rin siya naka hazard.
