LTO does not sell TPLs. but there are a number of "favored" insurance firms beside the LTO bldg. i call them, "flavor of the month".
but i wonder, if yours does not coincide with the registration period, can you ask the insurance to time their insurance expiration dates, to coincide with the registration period of the car? hassle if the insurance policy lapses 6 months before/after the registration pd.

My VTPL is expiring october 19 2014, if this is same as CTPL, can i asked the insurance agent for a 6 months validity of CTPL insurance thus having a year and just to have my ride registered for next month.

Voluntary TPL is different from Compulsory TPL. CTPL is needed by all vehicles for registration. Voluntary TPL is usually packaged with comprehensive insurance. Validity of VTPL can be different from that of CTPL. However, for convenience purposes, is better off packaged together especially after the 3rd year of the vehicle.

Ano pong authenticati0n fee Sir? Sa Mapfre po kasi, connected po ung server namin sa LTO kaya po kapag dinala ng client yung CTPL policy na kinuha nila sa amin tinatanggap na po sya ng LTO.

All legally accredited insurance companies issuing CTPL policies are connected with the LTO's server. And for the use of that service, an insurance company incurs a cost that is transferred to the client. They call it authentication fee, or authentication cost, or interconnectivity fee, etc. Please double check your policy if indeed you do not charge that amount.
