very few insurance company has this initiative in 'enclosing' a statement form and car sketch accident form when issuing insurance policy.

Instead of sending a third party adjuster and adding additional costs
in the servising of your insurance policy, some insurance companies
has opted to trust your accident statement instead of the usual
police report and adjuster's report. Anyway they have historical
statistics and incidents to determine fraud claims.
So it is not advised to listen to those who
advocate fraud claims to control financial loses.
In my opinion it is a novel idea in cutting costs as there will be no need
