Designed and mga fuel tank na may allowance for expansion nung fuel in case of change of temperature. Masama yung sinasagad yung pag full tank, tatapon lang, and ma bypass pa yung safety feature na ito.

That's right. Filling up to the max should not even be an option specially in this climate.

PUJs do this dance and jig every single night, before going to the jeepbarn to sleep.

they fill up to overflowing, then shake the jeep to and fro, then fill 'er up again to overflowing.
the shaking gets rid of air bubbles trapped under the tank's flat top.
it's the only way of guaranteeing fairness to the incoming driver the next morning.

I've seen that. There's got to be a better way.

I top-up on Diesels but stop at the fist-click on gasoline.

Gasoline tanks have charcoal cannisters that should never be exposed to raw gasoline. Diesel vehicles do not.

While diesel is not as flammable as gasoline, there is the chance of spilling and the associated mess and smell.

    Carxynogen, here's your answer.

Diesel fuel has different characteristics from gasoline.
