    Does anyone know where I can buy this here in the Philippines?

    Which is also compatible with a tv tuner. I checked on ebay as well and they don't deliver to the Philippines

    Why not just import it from Aliexpress in China? You can use DHL shipping instead of EMS. I bought several HUs (with Android OS and not WINCE) for me and my friends and had no problems.
