If yours is a dual-fanned system, check your coolant temp triggered 1. It may be gone. The AC cooling fan activates w/ the AC, hence your engine temp drops w/ AC on.
If it's a single multi-speed fan, some older ones are speed-control-resistor equipped...that part may be toast. AC triggers high speed which bypasses that resistor.
Other items to check...Coolant temp sensor & thermostat. Has the car ever overheated? If so, check your oil condition via the dipstick & the oil cap....mayo looking oil will require head gasket job. Let's pray against that.

The Civic FD has two fans AND two fan speeds; Low and High. They both operate simultaneously.... so both are either OFF, Low Speed, or High Speed.... no in-between.
The Low speed is triggered whenever the engine coolant reaches operating temp.
The High speed is triggered whenever the A/C is switched on, regardless of coolant temp.
The High speed will also be triggered if the coolant temp is close to overheating, regardless of whether the A/C is on or off. In fact, to preserve itself, the ECU will disable the A/C when the engine becomes in danger of overheating.
That said, the first thing to check is if both fans are spinning normally as I've explained above. If one is spinning slower than the other or is not spinning at all, it will likely need replacement. These DC motors uses carbon brushes that wear out over time. If both fans are NOT spinning even if the coolant temp is well beyond normal operating temp, you will need to check the Low speed fuse.
This is just to give you an idea of how you can approach the problem and do the diagnosing by yourself. Of course, it is still recommended to have it looked at by a reputable technician.
